The buys for Schering-Plough appeared to be achieving their goals. RA Shain & Associates conducted an audit expecting to confirm this.

Numerous problems were uncovered that did not appear in the analysis Schering-Plough received from its buying service. Importantly, under delivery by individual stations had not been obtained and spots had been purchased in restricted programs or during hiatus periods. Also, although the buying service had achieved its cost per point goals, RA Shain & Associates determined that these goals were significantly higher than the going market rate.

RA Shain & Associates recommended that cost goals be reviewed based on Schering-Plough's marketing objectives. It was determined that the high cost per point goals were a holdover from previous campaigns that were not applicable to the product's current strategy. A reduction of cost goals to a more appropriate level will result in significant seven figure savings to Schering-Plough on a go forward basis.
