Partners HealthCare had been involved in a joint advertising campaign with Blue Cross/Blue Shield. Partners withdrew its participation and the issue of Partners' responsibility for media payments went to arbitration. RA Shain & Associates was hired by Partners to confirm the accuracy of media costs that Blue Cross claimed it was owed.

Discrepancies were found in the amounts claimed. Television spots had been billed that were not ordered. Spots were ordered that ran contrary to instructions. Print insertions that were not for the appropriate campaign were also uncovered. Additionally, television spots and print insertions were found that had not been cancelled per Partners' instructions.

The arbitration was resolved in favor
of Partners.
