In March 2005, The Wisconsin Department of Administration, Division of Enterprise Technology contracted the services of the Wisconsin BadgerNet Access Alliance (WBAA), with AT&T (nee' SBC) as the prime contractor, to provide services for an enterprise network designed to converge data and video onto one IP MPLS network with video communications via H.323/264.
In preparation for expiration of the legacy BadgerNet data and video network contracts in 2005, the State of Wisconsin proposed a plan in 2001 to replace its separate data and video networks with a single, converged network�the BadgerNet converged network (BCN). The plan included the possibility of state government�s voice services being added in the future, if desirable and financially feasible.
After completion of a statewide needs assessment and presentation of a comprehensive business case justifying the project to Wisconsin�s legislators, the Wisconsin Department of Administration (DOA) issued a Solicitation on July 6, 2004, with the goal of procuring a single network to provide data and video transport to education and government sites throughout Wisconsin's 72 counties and to address Governor Jim Doyle�s Grow Wisconsin initiative to facilitate economic growth in the state.
The objective of this project was to provide dynamic, scalable bandwidth on a vendor-managed network to approximately 2,000 data and/or video sites including state agencies, schools, universities/colleges, and other authorized users (e.g;municipalities) with the option for customers to request an increase in bandwidth at a later date, if needed.
Conversion began with pilot sites during September 2005 and was completed on time and on budget on September 1, 2006.
